This is Apple's Installer SDK version 1.2.4 for Mac OS 9. This was formerly hosted on Apple's FTP server, but has since disappeared from the internet at large. The archive contains TomeViewer, FileCrusher, Capella, Apple Software Restore, Installer templates in several languages, various example scripts and more. A few of the readme files recommend ResEdit or Resorcerer. Note that FileCrusher can create custom Installation Tomes if you are patient and have a very fast Mac.
