Goldberg is a freeware image and movie viewer with image editing capabilities and support for applying QuickTime and other effects. The latest update is from the year 2005 and offers rotation capabilities, free zooming, undo support and more. It reads PICT, Photoshop, JPEG, TIFF, FlashPix, GIF, PNG, Targa, BMP, SGI, and PDF files

There is a version 2.5.1 which is supposed to be for Mac OS X only:

Goldberg (like GraphicConverter) does not open PDFs on Mac OS classic but only on Mac OS X.

means, it is originally a carbonized PowerPC Mac OS X application.
Thanks carbon, it runs on the mentioned classic Mac OS versions, too.
