MacTutor : the Macintosh Programming Journal.
The magazine was called "MacTech" for its first two issues, starting in 1984, after which its name was changed to "MacTutor". At the time the magazine defined itself as "a technical publication devoted to advancing programming knowledge of the Macintosh for both hacker and professional alike". Its name was changed back to MacTech in 1993. [Adapted from Wikipedia]

Found this on my hard drive. The creation and modification dates on the file are wrong for some reason. I will try to find a version with original dates on my backups.
EDIT: Actually I can see what might have happened. A lot of my very old files (including this one) have dates of 1904 which suggests contact with a mac with a dead battery and the default time.
