From the documentation:
NetCD is an audio CD console program that can connect to the Internet to download information about the currently playing CD from the CDDB. It gives you complete control over CD playback and can also play digital audio files using Apple's QuickTime technology.
Note: this program can no longer access the CDDB. I cannot remember where I read that though. NetCD will surely still work fine as a regular media player of sorts!

It's possible to get it to use freedb instead. See here.
When I was playing around with an external CDROM on my LCIII I was using this program for CD playback and had it pulling down the info from freedb fine.
Uploaded a Picture of NetCD 2 main screen playing an mp3 file. Included is snapshot of files in the download. Need to change preferences to built in audio to play mp3. Running under OS9.
