The CD contains PlusOptimizer v. 1.1 (68k and PPC) and PlusMaker v. 1.0.2 (68k)
PlusOptimizer optimizes your disks by defragmenting your files and free space.
PlusMaker converts Mac OS Standard (HFS) disks to Mac OS Extended (HFS Plus) without having to re-initialize your disk and restore from backups.
CompatibilityTo optimize a HFS disk, PlusOptimizer requires a 68040 or PowerPC based Mac OS computer running Mac OS 7.1 or later. To optimize a HFS Plus disk, PlusOptimizer requires a 68040 or PowerPC based Mac OS computer running Mac OS 8.1 or later.
To convert a disk, PlusMaker requires a 68040 or PowerPC based Mac OS computer running Mac OS 7.1 or greater.
This version of PlusOptimizer will not function under Mac OS 9.1 or later.
This version of PlusMaker will not convert disks while running under Mac OS 9.x
Updates to PlusOptimizer 1.3 and PlusMaker 1.0.3, that make the applications fully compatible with Mac OS 9, are supposed to be available from the Alsoft webpage, but the links to the updaters do not work.

Via the Internet Archive; Back in 1999 PlusOptimizer & PlusMaker were sold individually, tho on this page I cannot see the bundled PlusOptimizer & PlusMaker ROM on offer.
However, I located via the Internet Archive a PDF price list catalog from PICA Software in Australia, which states in it's 2000 publication that:
Which indicates to me that both of these products at some stage were individually offered for sale from retail outlets.
I think its pretty clear tho' that both of these utilities are abandonware.

I'm not sure about this. That disc is my own copy, and it was bundled with something else I bought...either a Mac or a hard drive.
DiskWarrior circa 1998. How about DiskWarrior circa 2015? Classic Mac software that was last updated in 2001, is not going to be included with software that now requires Mac OS X 10.5.8 or newer to run.
Looking at the screenshot of the disc above, pretty much confirms that it was also sold individually back in the day.
Digging around their web pages a bit more I see they do mention these utilities as "Legacy Products" and each utility is linked to this "Plus Products" page. In which it describes these utilities as being able to run on Mac OS 9.x or earlier only and that they are supported to check OS X disks up to 10.3.9 but are not able to work with any Mac disk that have been written to by Mac OS 10.4 or later. This software also does not run under Classic on Mac OS X, so it can only run on Macs that can boot natively into Mac OS 9.2.2 or earlier.
Looking at their "Buy Now" linked page, I see only two items + their updaters for sale, DiskWarrior & MasterJuggler. A purchase link for any of the mentioned "Legacy Products" I cannot find - This includes (not mentioned) classic versions of DiskWarrior which apparently up to a couple of years ago you were able to still purchase.
I'm not sure these utilities were ever sold individually. My copies came as part of the Diskwarrior CD.

@Gary: I cannot find on the Alsoft pages anywhere that has a purchase link for this software (not saying there isn't one, only that I can't find it). The updaters have creation dates ranging 1999 - 2001, so this software hasn't been changed or updated since then. An updated DiskWarrior is still sold yes, but I'm fairly sure this isn't.
I do however thank you very much for making that contact with Alsoft, as it obviously has triggered them into fixing their broken support page.
I bought Diskwarrior back in 1998 so I sent them my serial number. The response:
Try downloading the updater again. It should now be working.

So I did and found that the download page DOES work now. I was able to download both updates.
I haven't copied these archives to MG because I'm not sure if it is legal - given that Alsoft is still selling Diskwarrior and these utilities.

Hi mrdav. Back in the early 1990's my only computer was an end of line Mac SE FDHD which had a 20 MB internal drive. With the amount of use that 20 MB got, it probably could've done with a defrag

I know I used to defrag my hard disk back in the early 1990s. I think I used one of the options in SUM (Symantec) or in NUM (Nortons)
