PowerDimmer is an Energy Star compliant screen saver control panel. It is designed to provide a simple and elegant solution for users who want the benefits of a screen saver but doesn't want to install large and intrusive extensions into the system. When installed, PowerDimmer uses approximately 5K of your system memory. PowerDimmer offers user-adjustable settings for non-intrusive screen dimming as well as power-saving for Energy Star compatible monitors.

Good find! I was looking for something like this, and then I stumbled upon Sleeper http://www.macintoshgarden.org/apps/sleeper
But if you're looking for a lightweight program, and all you want it to do is dim down your Energy Star CRT (which is what I wanted in the first place), this looks like the ticket.
