From the Readme file:

TrashDisable prevents deletion of files from the Finder.
The action can be toggled on and off by the accompanying TrashDisableFKEY.
TrashDisable does not interfere with the ability of any application (except
the Finder) to delete files, and does not prevent the deleting of files by
DA's (e.g. DiskTop) provided they are not allocated in the Finder's
application heap.The TrashDisableFKEY is currently set to Cmd Shift 5.

TrashDisable is useful on Macs being used by small children.
It can also be used to ensure that the Trash is emptied when YOU
want it to be emptied and not to have Finder do it for you when you start
up an application or shutdown or restart etc. Just define a macro using
QuickKeys or MacroMaker or suchlike which (1) Applies the FKEY to turn
TrashDisable off, (2) Chooses Empty Trash from the Finder, and (3) Applies
the FKEY to turn TrashDisable on again.

I have just uploaded the latest version, released in 1994. Disk Copy 4.2 image. Unpack with MacZip.
