Seems you're true.
Actually, I think we have misunderstood each other. What I meant to say originally was the file was missing from the server (i.e. even the edit trick did not work - EDIT: and neither did a direct url to s3.amazonaws.com/macgarden or macintoshgarden.org), not just that the d/l link was inactive. So I replaced the file. If the d/l link on the cover page still does not work after a week or so then so be it. I know that there are a number of files like that here, and we all just work around it...and that is fine.
Why not delete all the pages that include dead internal d/l links?
Sure, if the admins of this site could make the visibility of the inactive d/l links "disable",
that would also help to avoid some confusion of your kind.
OK. Then why not just delete the whole page? That will reduce confusion.
Due to technical reasons, the new link will be dead for next two and a half years...
