This engaging and attractive puzzle game was first developed for the PC. Translation to the Mac proved to be an upgrade, at least visually. Each level is solved by blowing up the Mars face. Dozens of movable, operable objects must be utilized in game play somewhat reminiscent of The Incredible Machine.
The manual makes an explanation of the game's odd name:
In the grand military tradition of silly weapon names, the ship chosen for the mission was officially named The Star Clean Out. Embarrassed pilots immediately shortened the name to S.C.OUT.
Edit: I've added a list of level codes in the comments below. About half a dozen of the levels towards the end are very difficult (impossible?). 
Hints:
- It doesn't matter if you blow the S.C.Out vehicle up at the same time as the "Martian face", it still counts as completing the level.
- You can blow up proximity mines by standing next to them without blowing up the S.C.Out vehicle if S.C.Out vehicle is sitting on a radiation square.
- All of the level codes give you five lives, so if you get "Game Over" you can just continue from where you ended.

I played this when I was a kid on my dad's performa. I think this game was sold by the scholastic book order program at my elementary school. I am 27 now and still appreciate the game play. Also the music (one song?) is awesome in this game! \m/
I've uploaded a second archive with scans of the original package contents and floppy disk. (Version 1.4)
It's OK. Maybe you did not found it because it was listed as 'S.C. Out' instead of 'S.C.Out' before.
But thanks for the detailed game description anyway, that one was missed before.
