The game designer describes the Toxic Ravine in the excellent online manual:
You have just been hired as one of Orlando Poon, Jr.'s faithful blimp pilots. It is now your duty to clean up the Toxic Ravine, rescuing PANG clones as you go. You are armed with: a blimp, an unlimited supply of dumb bombs, a limited supply of smart bombs, and a trusty robot.
Game play proceeds in two phases: Cleaning up the ravine, then feeding the clones and building their route of escape. This interplay of action and strategy makes Toxic Ravine a truly unique and satisfying game.
