have you tried to install the MacOS X "Classic" environment? came with the orig 10.3 setup cds
and: maximum macos 9 to install from cd on imac dv should be 9.0.4
Did you try "Apple System Software Recovery 3" already? SheepMyShaver123 is hosting it at his Mediafire place. You should be able to install OS9 with that one. I am using 9.22 with my iMac bondi blue. I think I could upload it, if you don't like 9.0 with your machine. BTW any "retail" CD from 8.6 to 9.2 should boot your iMac. 10.4.11 is said to be the highest possible OS.
For decompressing SheepMyShaver123's files you might need WinRAR, for toasting ImgBurn worked fine for me, creating disks for the iMac.

but retail cd of 9.04 i buned on windows wont work

You're going to need to be a bit more precise.
which processor (mhz) or year is your imac exactly - if possible
my processor is 400mhz my imac is blue has 2 firewire ports a slot loading drive 256mb ram 80gb disk and dvd

The serial number decodes as a iMac (Early 2001) and according to everymac you'll need 9.1 to boot that.
i have try a burned Retail disc of os 9.1 and it wint boot

b) on osx install check the install of the "os classic drivers" button

you've got osx with the extra classic support cd?
i will try the os classic drivers option as i have no drives with this enebled
and i have no cds just ones ive tryed to burn
i have also downloaded the system folder only for classic and it wdnt boot

Strange really, that your machine won't boot at all with the downloaded images.
Are you sure you selected "burn image to disk" with your toasting software? I hope you'll excuse this silly question, but I occasionally COPIED images to disk with Nero by mistake.
Those disks were useless of course.
What kind of operating system are you using for managing the images?
im using is windows xp x64 as my imac doesnt burn cds and power iso and transmac
Is your 10.3 disc burned too? Maybe there's a problem with the cdrom reading burned cds. Try using a different brand or burning them at the slowest possible speed.
my 10.3 is burned by the same program and brand of disk and i allways burn slow

It'll be OS 9.1+ as a minimum. OS 9.1 was released in Jan 2001, along with my old PBG4. I still have the discs for that. But this Early 2001 iMac was released in February, so it'll be a later Mac OS ROM file required, compared to that on my PBG4 install CDs and the retail OS9.1 CD.
A "Classic" OS9 System Folder is never going to be able to boot a Mac.
But the possibilities are:
A retail OS9.2.1 CD.
the MDD / eMac OS9.2.2 images that have been popular here for some time.
Just one caveat, OS9 drivers need to have been installed on the iMac G3 hard disk when it was last formatted. This shouldn't stop you booting of a suitable CD, or even installing the OS9, but without the drivers you won't be able to boot.

formatting hd with osx = check the box "install classic driver" = enabled
macrom 2.5mb from late 2001 could function in os9 systemfolder
installing os9.2 depends on the firmwareupdate - as i know

You could try the 9.2 disc from my slightly-later iMac Summer 2001. As bertyboy mentioned, your iMac may require a Mac OS ROM version higher than the one found on a retail 9.1 disc.

The master disk boots my iMac. I recall, I had to try three or four CD's too, until I found this one.

Did you use the latest 7Zip app for joining and inflating?
I made the files with 7z920.
Inflating the files worked flawlessly for me with 7-Zip.
You may notice that you will get an "iBook Install" disk when done.
This is correct, it installed 9.2.2 on my iMac perfectly.

Glad to hear you made it, finally.
I am glad I found this thread, I think I'm going to stick around for a while and hopefully I'll find the solutions I need to know better my new Mac. For starters I was thinking about installing a clean registry to make sure I keep all my program files in order, it will help.
