However, Apple offered a PPC upgrade for the 190; so some PBs 190 sold second hand might be PPC.

Planned only, but never released. A sister book of the 190 series was the 5300, which came with PPC pre-manufactured.

I am not sure about apple offering an upgrade to PowerPC for the 190 series.

LowEndMac has this to say: "Apple made a 100 MHz PowerPC 603e PowerBook Logic Board Upgrade Kit (M3881LL/A) for the PB 190, which effectively makes it a PowerBook 5300. This upgrade appears to be extremely rare."
There were PPC upgrades for the 500 (520, 540, etc.) series that were not uncommon. I never liked those early PPCs though. I'd stick with 68k or go with a later, faster PPC like a G3.
