I added multiple manuals to Ventura Publisher 3.0, but apparently on the first one will show. Is that just the way the template works, or is there something I can do to get both items visible?

No. This missing feature should be in a wish list or request, along with several other site enhancement ideas.
You can still upload several documents to the page and then manually place links to multiple manuals into the description area of the page tho'. For example:
