Is it ok to use a program like PowerISO on windows to rip a cd to an iso file or do I need to use Nero?

PowerISO is probably fine. I tend to use Alcohol or ImgBurn but pretty much any current CD tool in Windows will rip correctly.

I use Alcohol 52% Free Edition on my Windows machine and it works fine for capturing HFS partitions.

I was mostly using ImgBurn for some items lately with Windows.
