Thought I sold my Apple IIGS stuff a while ago, I may have to search old backup CD-ROMs for it...
This is very rare. There is just one reference to it online, at MacTech (though I can't find it). It's basically a cross compiler that compiles IIgs binaries on a Macintosh. But this is the MPW "plugin" version.
Basically, there's some source code that can only be compiled with it, and we need it pretty badly.
EDIT: The exact name for this should be "TML Pascal for MPW IIgs 1.0".

It is just possible that this is still a payware product and not abandoned. Not sure if this what you've been looking for but it does sound like it.

This is the beta version of the Pascal compiler for the MPW-Apple IIGS Cross-Development Suite. It runs under MPW on a Macintosh computer [...] This is the same version of Pascal used to create Apple's HyperCard IIGS software.

We are not looking for that. That is Apple's Pascal tool.
We are looking specifically for TML Pascal for MPW IIgs 1.0 [or later; we know 1.0 exists]. TML was a third-party company (now defunct) that wrote compilers. I have TML Pascal II for Mac. What we're looking for generates IIgs code, but runs on Mac.
I've been in contact with the guy who runs Syndicomm.

Closest I could come to finding vers 1.x was this page a French Apple II site. Under the "Collection" link, look for "TML Pascal for the Apple IIGS version 1.50 (diskette seule) - 1987-1988 TML Systems"
Unfortunately I did not see any downloadable archive, but perhaps you can contact the site's webmaster?
But that doesn't say TML MPW IIgs Pascal...
Balrog, my original post expressed doubt that the Syndicomm product would help, but that was lost in the rewrite when Mike beat me to finding their site by about 30 seconds. 
I think my copy does also not say TML MPW IIgs Pascal.
I browsed the floppy images, but all must be original Apple IIgs stuff, no Mac stuff inside (it seems).

Can you upload anything you might have from TML? This cross-compiler might possibly be included with some other package.
All of TML I might have, not only Pascal?
That would be nice. Who knows, this package that we're looking for might be sitting anywhere.

Saw that this was on a sticky, so despite being old, I went and looked (since IIgs's are dear to my heart) and found this:
