Is there a program for Mac OS 9 that runs flv videos? I have an Imac G3 at 500 Mhz, 1 gb ram, Mac Os Tiger and Mac Os 9.2.2 installed and i want to run flv videos that i have downloaded from youtube.

Under Mac OS X Tiger, install the most up-to-date version of PPC Firefox you can find. Install the final PPC version of FlashPlayer plugin (9.0?), and you should be able to play FLV within the browser. VLC also plays FLV movies well. Unfortunately, you are stuck with using OS X to view these.
