Ah, the "Joe Liebermann's Internet Takeover Bill" ? Well, whenever politicians come up with some "plan", no matter which party, you'd better think twice. Especially once it involves more power to the state instead of to the people.

Yup.
However, this proposed legislation is so fundamentally against American liberty that it may just shake up an apathetic public and get people marching in streets of Washington. If we the people protest vociferously, I think this has a snowball's chance of passing.
Thought it would fail because of the First Ammendment.

But I think this censorship falls outside the First Amendment. They don't plan on preventing any website from posting controversial material, I think the goal here is to simply block those websites from the public. Of course, that would have the same net effect (no pun intended).
Even if this assault upon American liberty did occur, I'm sure a new technology will rise up to circumvent their evil plan. Case in point: how are they going to prevent a web of FTP?
I don't think it will happen. However, if someone thought it would be a neat idea to get Republicans, Democrats, and Libertarians to put aside their differences and fight for a common goal, then it just might work!
Viacom is supporting this legislation. They're always complaining about copyright infringement on YouTube. YouTube is owned by Google. I'm betting on Google. 
Viacom posted videos to YouTube, then tried to get YouTube into trouble for those videos that they themselves posted! From internal emails which were revealed, some executives were bragging about what they'd do with YouTube once it was theirs... good thing they aren't getting anywhere with this legal action...
The petition is going somewhere. I signed it this morning and it said there were 40K entries. A few hours later it was up to 85K. Whether this legislation dies in committee or moves forward, I think a couple million signatures will send a strong message to those who want to seize control of the internet.
And yes, I do remember the Senator Joe Lieberman "Internet Takeover Bill". He's curiously absent from the co-sponsors list, but I'll bet he's behind the scenes pressing all the buttons.
I like the bill; it forces all cool people to go offline and write real letters again.
